3.0Eligibility Criteria for UP NEET UG Counselling 2025
Candidates must fulfil the following eligibility criteria in order to register for UP NEET UG Counselling 2025:
NEET UG Eligibility: Must have appeared and qualified the NEET UG 2025 examination by securing the minimum qualifying percentile.
Nationality: Indian Nationals are eligible. NRIs, OCIs, PIOs, and Foreign Nationals can also apply for seats under specific quotas (e.g., NRI quota in private colleges).
Domicile (for 85% State Quota):
Candidates who have passed both Class 10 and Class 12 (or equivalent) from schools located in Uttar Pradesh are eligible. They generally do not need a separate domicile certificate.
Candidates who are residents of Uttar Pradesh but have passed Class 10 or 12 from outside the state must produce a valid domicile certificate issued by the competent authority in Uttar Pradesh.
Age Limit: Must have completed 17 years of age as on December 31, 2025. There is no upper age limit.
Educational Qualification: Must have passed Class 12 (or equivalent) with Physics, Chemistry, Biology/Biotechnology, and English as compulsory subjects from a recognized board.
Minimum Marks in PCB (Physics, Chemistry, Biology/Biotechnology):
General Category: 50% aggregate marks
OBC/SC/ST: 40% aggregate marks
UR-PwD: 45% aggregate marks
4.0UP NEET UG Counselling Fees and Security Deposit (2025)
Participation in UP NEET counselling involves paying both a non-refundable registration fee and a refundable security deposit. The security deposit amount varies based on the type of college a candidate is applying for.

Mode of Payment: The fees are generally paid online using either Net Banking or Debit and Credit Cards or UPI.
Refund Policy: The security deposit is refunded in case no seat is allotted to a candidate or a candidate is allotted a seat and subsequently completes the admission process. It can also be forfeited in special situations (e.g. the candidate does not report for an allotted seat in some rounds, or resigns after a certain stage).
5.0UP NEET UG Counselling Process: Step-by-Step Guide
The UP NEET UG counselling is conducted entirely online (except for the final physical reporting to the college). Here are the key steps:
Step 1: Online Registration
Visit the official DGME UP website, upneet.gov.in
Click on the "New Registration for NEET UG 2025" link
Enter your NEET UG Roll Number, NEET UG Application Number, Name, Date of Birth, and other personal information
Generate your login details (user ID and password)
Fill out the application form, putting in details of academic data, contact data, and details related to NEET.
Step 2: Uploading Documents
Candidates are required to upload scanned documents after completing registration, in the specified format and size (such as passport photograph, signature, thumb impression)
Candidates are required to pay the non-refundable registration fee and its refundable security deposit online through the available payment gateways. The candidates must take the printout of the payment confirmation receipt.
Step 4: Document Verification
Candidates uploaded documents will be verified. This process may be an online process but may also require candidates to verify original documents at document verification centers in the state of Uttar Pradesh for offline verification.
A state merit list of the verified candidates will be published.
Step 5: Choice Filling and Locking
Log into the counselling portal using your login credentials.
Please enter your preferred colleges and courses (MBBS/BDS) in order of preference. It is suggested that you enter as many choices to increase your chances of being allotted.
Candidates may modify, re-arrange and delete choices as many times as they like up to the deadline.
Once you are satisfied with the choices available, you must lock them. If you do not lock them before the deadline, your most recently saved choices will be automatically locked.
Make sure you print a copy of your locked choices for your file.
Step 6: Seat Allotment Result
DGME UP will announce the allotment results online for each round.
Log in to your account to check whether an allotment has been made (or if an allotment letter can be downloaded utilising the same link) and download your provisional allotment letter.
Step 7: Reporting to Allotted College for Admission
Candidates who are allotted a seat and wish to accept it must download their allotment letter.
Report to the respective college within the stipulated timeframe with all original documents and photocopies for physical verification.
Complete the admission formalities and pay the remaining college fees.
Important Rules Regarding Rounds:
Round 1: Candidates have the option of "Free Exit" if they are not satisfied, and "Upgrade" for Round 2.
Round 2: Candidates will lose the security deposit if they are allotted a seat and they don't join the seat from Round 2. Candidates who joined in Round 1 can upgrade, and if they decide to upgrade, they will lose their Round 1 seat. If they don't upgrade, they can still retain their seat.
Mop-Up Round: Fresh registration is generally allowed with candidates registering based on merit. If a candidate has been allotted a seat in the Mop-Up round and joined, generally the candidate cannot resign or cancel the allotted seat and is not allowed to participate in any more rounds of counselling afterwards, including a Stray Vacancy or other state counselling.
Stray Vacancy Round: The last round is generally organized by the colleges for any remaining vacant seats. Candidates on the state merit list without any seat from previous rounds are allowed to apply. No fresh registration for the Stray Vacancy round is allowed.
